If you could show how it harmed you, you could. Finding a lawyer though... Maybe find one of those sue happy lawyers who ask parents not to reveal special needs, so they can sue the school for millions for not providing services.

They may have, but in the political climate of WI, the school would have suffered in the end. The school would have been labeled as protecting the needs of the few (transgendered students), at the detriment of the many (money gone for everything else). The tea party would then endorse taking even more money away.
^^^too true. Noisy, well off parents, will always have their kids get exceptions to the rules. This won't change until we get rid of the heavy influence of politics on funding.
