There are a ton of easy solutions to this problem. Eliminating gifs, allowing commenters to flag a comment and make the image unseeable until approved by a mod, making the gifs blurred or grey until you click on them, setting a 30 day time limit before burners can post gifs and banning IPs on occasion.
