It’s using email based 2fa as a fallback. Since it's easy to create a new free email address, people can do that quite easily to get free copies of the game.

GTA 4 was boring compared to 3, Vice City, and San Andreas (especially SA). I bought and played it but, it just wasn’t as fun for me.
I still own it on 360 but, I never bought it for PC. Now I do have it for PC.
If this passes it likely wouldn’t increase the national debt. It would literally be the treasury printing $2000 per person per month. Since the vast majority of that money would be spent and get locked back up in banks with their reserve quota we wouldn’t even see a huge increase in the rate of inflation from it.

I haven’t had any Type C ports fail on me yet, but, I have seen complaints like yours around. Are they really that bad? Most of the scientific testing that I’ve seen shows them as being stronger than micro-USB Type B but, due to size, worse than Type A for number of insertions before they become loose.
