I switched to Linux for all of University for this exact reason. The fact that it uses UTC for the system clock and only shows the user their time zone just feels so right to me. I just couldn’t stay away from Windows professionally afterward.

Any Android device 7.0+ will automatically fail over to cellular data if a wifi network has no internet connection (I don’t know if iOS has a similar feature). In that case, you need to alter the settings as well as the wifi if you want to keep them off of messenger.
