Could. But the output pressure is extremely variable to the point of you either not making enough psi at low end to fill the tank / proper articulation of valves, or so excessive that you have an open wastegate for extended periods of time (wasted efficiency)

Yes, there probably would have to be some sort of safety overflow passageway so that excess compressed air does not make its way into the combustion chamber and cause a lean situation. That would not be fun for anyone.
