It would make more sense given the context of the Fitz/Simmons situation for Ward to have shot the dog, but unable to do it face to face. Easier to kill F/S by dropping them into the ocean than a shot to the head and chest.

They don't seem to be setting that up at all. If anything they're going out of their way to completely burn away any chance at all that he can be redeemed. Except thru death, of course.
