I’m pretty sure the balcony is the result of the policy. There is no policy that restricts individuals from falling off balconies. The policy is for buildings to not let people fall off balconies and to do so by providing adequate railings.

On the other hand, policy is why Snowden is stuck in Russia. And all the encryption in the world isn’t going to allow him the freedom to travel.

I would note that policy, law, just words on paper, are why Snowden is stuck in Russia. And technology has provided him workarounds, but no fix that would give him freedom to travel.
