This outfit is both fashionable and stylistic, then; but money still has nothing to do with it (Topman sells them after all). This is different than a linen suit, say (which is a perfect blend of comfort and formality)- this is just a Look.
Nope. The purpose of fashion (according to fashion idiots) is to express themselves in a creative manner. Sometimes that can be expensive (Thom Browne suits, Etro ties, etc) sometimes it can be thrift-store chic.
This is called "Fashion". Fashion exists outside the dualistic formality/comfort paradigm you've laid out above. It IS, sui generis, simply for the sake of being. The no-socks-with-dress-shoes look also shown in those photos follows the same line. And it's stupid.
