Supergirl has potential because it's under Berlanti's banner. TNT's Titans isn't. Also CBS owns CW, so the potential for a crossover works, as well as being the same universe.

Titans is on TNT so not sure if that could happen. They don't share the same universe I believe.

Not everyone who grows up in 'the streets' obviously witnesses murder or criminal activities and gains knowledge that would make them street…

Till an extent Andre did grow up in the streets. He was older before Lucious got his fame and riches, and he was certainly witness to a lot of crimes and coverups likely..
