Wait, you’re really surprised that a lot of badly trained cops are out there, some of whom go on to badly train other cops? It’s not like this is the first “cop fires gun thinking it was a taser” shooting. It’s not even the first high profile one: Oscar Grant’s murder was over 10 years ago.

I think this is referring to her shooting Daunte Wright. She was suspended before she resigned.  I haven’t seen anything about her having a prior record.
