As a side note I’ve noticed Americans (myself included) have a little trouble with the concept that state =/= government since POTUS is both Head of State and Head of Government. Kind of interesting how variations in the form of government can significantly change one’s concept of what State is.

It’s not just the electoral differences, though. In America, the government is the offices, not the people currently holding them. So if the government falls, well .... think Berlin, April 1945, not Washington, November 2016.
