The reason Pixar went with the eyes in the windshields was because the added room of the windshield allowed them more freedom with the eyes. I thought this was common knowledge.

Kids need something obvious and apparent. Having eyes in a tiny feature like the headlights won't be so obvious to kids. Plus, having the windshield opaque and showing nothing inside the car makes it seem like those eyes on the windshield are the driver and there is no common interior. Kids don't bitch about this,
