It is both, if you are going to play ranked its just a custom charachter look. If you are playing single player, co-op, or any of the custom modes then it changes thr gameplay. Adds a lot of replayability

Tekken unlocks costumes where as Injustice 2 unlocks character gear that changes the strengths and weaknesses of characters. If they made every piece a specific price then the game would quickly become pay to win. Those willing to spend the big bucks would immediately be at an advantage over others.
