uhhh, no. The cops killed Gray, and thats why they are in Jail (currently out on bond). Just arresting him because he fled (all though pointless to begin with) was not the reason for them being in Jail.
They never would have been charged if, you know, the suspect didn’t end up dead. Besides, that’s only “reasonable suspicion” - that allows them to stop him and search, not necessarily arrest. And he didn’t have anything illegal when they searched him. Hence, it’s an illegal arrest.
They are more afraid of going to jail for doing their jobs properly than they are of getting shot on duty.
Right now they can go to jail for following Supreme Court decisions such as Illinois v. Wardlow. The Baltimore States Attorney’s Office essentially overturned the Supreme Court’s decision.
