I dunno if she counts as a cartoonist since she does comics but one of my absolute favorites is Minna Sundberg. She's a Swedish-Finnish comic artist that has one completed webcomic and is currently putting out a more ambitious one with a page going up pretty much every weekday. Check her out, she's fucking amazing.
