I see it in 3 places mostly. The very religious (so they can have sex without it being “sinful”), young adults (they are basically still kids, and kids are generally a bit dumb or impulsive), and the military (some military benefits and because a lot of people fresh out of boot camp young, so see number 2).

People should be living together, having sex (or not having sex if that’s their preference) regularly, and sharing a bank account for mutual expenses before they even think about getting married.
