This is CP for sure. My DE built Honda has close to $20,000 in it, but that doesn't mean I could sell it for $20,000. It's still a POS Honda. This is still an Alfa that is going to break the bank.

Texas has a fair number of toll roads, but they are largely optional. You can get around just fine without taking toll roads. In contrast, in NJ/PA/NY where the actual interstate is a toll road, and NJ charges you to leave the state across all of the large bridges (all of the bridges east of Philadelphia).

The way the language reads is basically that so long the vehicle is certified for road use, you may not modify the emissions, regardless of the amount of time spent on track. To un-certify, according to the regulations posted above, you must remove any emissions certification stickers on the vehicle and engine.
