The govt did no such thing. The industry wanted a limit of cars on the road so (supply and demand) the price of the medallion (via auctions) kept getting higher.

These companies (even Simple) are really just front ends, they always have partner banks that store the money and are insured.  Simple’s partner bank is BBVA and all the money is stored there.
