Yes, but that kind of fraud doesn’t mean that short-selling overall is a bad thing.

Short selling is necessary. If a stock rises too high due to hype or fraud or something that doesnt make any sense (which we know happens a lot), shorting can bring it down to a more reasonably level, which is a good thing for everyone.
