I don't think the iPhone 4S was ever intended to sell to people who already own the iPhone 4. I feel like majority of upgrades came from iPhone 3GS/< owners or people who didn't own the iPhone to begin with. The handful of people (enthusiasts?) who upgraded from the 4 to the 4S was just a bonus for Apple.

I don't think Apple has an issue with calling Bluetooth Streaming AirPlay. At least that's how my iPhone works with my car at the moment.
