I think her dress makes it look worse in that regard. The cut and drag just make it look awkward for her particular shape.

I think it's because the physics of the area. Breasts go with gravity and will naturally hang lower without artificial constructs to support. Attach that to a dress with weight pulling down and it just seems to sink.

I really wish the strapless dress trend would die. It looks painful on small-breasted women (where it looks like it is falling off) and larger breasted women it looks a little close to being boudoir clothing.
