Probably the same reason why the Orange Box didn't receive many updates on consoles. (I believe Microsoft doesn't allow, or strongly discourages, free content updates without some sort of partnership deal)

I also enjoyed all of the main games, however FFXII's plot is just Star Wars for the most part (except it doesn't take place in space).

Considering Halo has never been released on Windows 8 nor Windows Phone 8... I would have expected this to be released on XBLA or Windows 7 (or some Generic Windows).
