Guys this only worked for Gotham because it was the villains doing all the brutal dark gritty violence! Everyone that Gordon & Bullock threw out a 2nd story window survived. 

MCU dealt with Inhumans so all they have to do is drop a line that some of the Inhumans the Agents have been investigating weren’t actually Inhumans at all. They’re some kind of different mutation.
