Well, I’m not sure if the practical effects that came about were legislated or simply the result of a cost-benefit analysis by companies that they don’t want to pay out for future suits. Same here, especially since, as far as I can tell, the game doesn’t have a “terrorist” mode. The statement seems completely unnecessary except as a dog whistle.
