It turns out you are correct. She was denied use of the bathroom because of prior “issues” with her. Apparently she’s a headcase.

Emergency exit doors have to exit at all times - they cannot be locked from the inside - ever. It is literally impossible to lock someone inside a public building, you’d have to physically bar them from leaving.
