Pressure is a measure of restriction, you can only shove so much air through a volume, you have to consider flow density and temperatures in the equation (volumetric efficiency). The higher the flow the denser the air, but there is a point where you get diminishing returns because the pressurized air gets really hot.

I’d vote 17s, even normal cars look better since there is some size there, but there is also plenty of room for performance tires and even upsizing the sidewall. Older cars definitely benefit from 14s and 15s, sometimes they look ok with modern wheel/tire setups or appearance but mostly they look forced or awkward.
