Im looking for the cheapest solution for switching high amp loads (20A), preferably small enough that I can tuck it into a 1 gang box with the outlet. AFIK X10 is the most likely way to do this. Are there any other choices?

Please for the love of all that is holy never use that radiator stop leak crap. Will it stop the leak? Maybe, but at the expense of clogging up coolant lines in your block.
Another detriment of letting an engine sit is you don't have oil circulating and keeping the seals nice and moisturized. You can get cracking and leaks if that is the case.
