I’m not sure of the exact details, but yes, you can refuse service, as long as that refusal is based on the individual. A restaurant can ban someone who’s being belligerent, for example. You can ban your sister’s ex-boyfriend; you can’t ban all white men.

IMO she’s his guardian trying to hide his clearly deteriorating mind. Dementia/Alzheimers/frontal lobe failure etc. Same reason she went to the G20 meeting and not Orange.
