I generally feel the same with many of these (I won't say "indie" but more "smaller budget") games. There's a lot of great ideas out there, but so many of them mechanically play terribly. I keep up on the patches for just cause 3 because, I really want to play it without a sub 20 fps drop. There have been at least 2 pc updates and just a couple days ago there was a 1.1 GB update that hasn't had any patch notes…so maybe its fixed.

I have had times where I'd unlock a new settlement with nobody around, set it up for 5-10 people, plop the settlement beacon…and get NO settlers.

I don't think there is anything else to do with settlements. You build them and babysit them. I could be, and hope to be, wrong, though.
I'm almost certain that they've stopped updating the PS3 and 360 versions. The PS4 / xbone versions are updated the same day as PC (I LOVE THIS).
