I'm not convinced. It can't be that important if you can play the game without it.

If the DLC isn't integral to the main story then its no better than a deleted scene just like in a film. They are entitled to make extra money off extra content. Whether they made it prior to launch or afterwards it's extra to what they planned for the main content.
