I would argue that it isn’t about time at all, it is about intent. In my perfect world (of basketball), an offensive player could be called for a charge if he purposely runs over a defender playing honest defense, even if the defender’s feet are moving. But the other side of that is that I don't care if your feet are

I’ve been saying for years that the rule needs to change. You can’t totally get rid of the block/charge, but the rule should be that whoever creates the contact should be charged with the foul. In most cases it won’t change much, but the play where a defender just inserts himself into the way of a driving offensive
