I do think there was some kind of cultural difference at play, as in your own experience the Arab Israelis responded to you one way and the Jewish Israelis another, Deaf people too, have their own culture within the greater community so there surely must be quirks to go along with it.

When did school systems start doling out suspensions (to anyone) so frequently? Is it a zero tolerance thing? When I was in school in the 70's and 80's suspensions were very rare in my perception, and reserved for the most extreme behavior (violent or criminal). Nobody ever got suspended for disrupting class. Perhaps
