This is worrying, but before we panic too hard—this same bill has been introduced every year to congress for the past 20 years.
Also, the advantage those 25% have is illusory—they perform better because they use unofficial means to discourage underperforming students from attending. If the bad ones transfer and the good ones stay, suddenly you look like rockstar educators!
