Whistleblowers are protected when they follow the law and report their information to the Inspector General of their organization or through another sanctioned way. They are not protected when they leak classified information that they are not authorized to disclose. That is a crime.

How intoxication is taken into account for the reasonable person standard would probably be up to the jury (and prior precedent) to determine. A reasonable person is someone of sound mind and judgement, so if the perception of imminent danger was solely perceived due to intoxication, it might not be reasonable.
