The congress’s power to investigate the President does not change simply because they call an investigation an official impeachment investigation. I do not really see how the two are comparable.

The administration may not care about the law but individual staffers do care about going to federal prison. I don’t think that anyone in the White House is going to face serious federal felony charges in a likely futile attempt to cover for their boss.

Support for impeachment in those districts is very low. It is likely that a primary challenger, if ultimately victorious, would be less likely to win in a general election than the incumbent Democratic congressman.
