Funny you should mention Americans, as I can totally see this happen in Germany but not in Italy (at least not in the larger cities like Milan). I got to drive in the two countries within a two week period, and while Germany was nice and orderly Milan, Italy was insane by comparison.

Yeah, this seems like basic PR. If you are going into an interview (and especially if you are preparing a non-PR person for interview), you are going to want a quick breakdown as to who the interviewer is, what their interests are, how adversarial they’ll be, etc..
