you can do deposit by phone if you have a line of credit on your account. Their interest rates on credit cards are low enough to make most people switch. If you can't qualify for credit, you can even set up deposit by phone on a secured credit card.

Not quite - anyone with a line of credit (or insurance) with USAA to be able to use deposit-by-phone. The reason is that there is no holding period on checks deposited this way - if it bounces, and that would cause to you to go negative, the difference comes from the line of credit or credit-card.
