It was more because of how the petition was written. It was framed as a amendment to the city charter not as a referendum. The contract between the city and the union was pre-existing and there were issues about a conflict with the state’s municipal immunity statutes. Regardless, it’s a tremendous idea with merit.

Minneapolis citizens tried this but were prevented from putting it on the ballot. They wanted to force cops to buy their own liability insurance. The city council couldn’t do it because of the union contract. It needs to be a lot easier to hold bad cops accountable for their actions.
