Why would a high price make people less civil than empty shelves and ‘have and not need it’ hoarders? Price controls lead to nothing available at any price. That’s desperation. Then they’ll start using violence against those who have something. If the price is merely high then there will be civil means for longer.

No one is worried it’s going to go to $20/gallon forever, just for the duration of the emergency. Cautionary buying makes the short-term supply problem worse. If the price is inelastic, supply will collapse. We already went through this 40 years ago.

There would be no panic buying if prices were allowed to rise. When prices are not allowed to rise, there is a very legitimate fear of running out.
