Of course she is concerned with the impact on the presidential election- it’s literally what she is being paid to be concerned with. The whole purpose of all the emails in the article is to frame things in terms of the campaign.

Ann O’Leary’s job is to get Clinton elected. I could argue that if she wasn’t considering how policies and decisions may impact the election, then she isn’t doing her job.
