Actually the Nuclear Arms Race took place in the 1960's and 70's starting with the Kennedy administration and moved forward under Johnson, Nixon, and Ford. Carter then moved and worked towards stopping production and destroying nuclear weapons and policy which was actually accelerated under Reagan in the 1980's.
