So by that logic all unions are dumb because it's a minority making decisions for the majority. The players agree to be represented by the union so they have to abide by what they agree to with the NFL.

How does this not make sense to you? There's obviously an instance in which A and B could be different because of a thing called "half-life." The rule is to prevent someone going from offending to not offending because the metabolite breaks down by the time they do the second test.
