DoD budget actually skyrocketed during the Obama’s first term, and then started to decline in the 2nd one due to the cuts and the sequestration. And then along came Syria and ISIL, which meant a budget increase for the FY16.

I never argued that military should have more funding, I am merely stating the cause and the consequence regarding the current situation, along with the suggestion of what can a proper management achieve.
