Since most Amtrak trains outside of the NEC ramble along the freight railroads’ tracks at a tame 35 mph, the possibility of a high speed crash is remote. Even on the NEC, the Acelas and Regionals rarely top 125 mph, save for some short stretches in RI and NJ.

The photos appear to be from a stretch of I-78 through the Lehigh Valley region of PA. Based on my usual trips through there, 17 mph, rather than 70, is the usual speed.
