Having lived in California since 1999, the smog situation is INFINITELY better. If you head about 30 miles east of LA along I10, you’ll come to a hill where you can see the entire valley. The difference from 20 years ago is stark. 

Minivans get about the same mileage as 3 row crossovers with similar drivetrains (ICE vs Hybrid vs PHEV) and if he only has one kid, he’ll be fine with either. I’ve seen third world, and cali aint it... by all definitions, California is by far one of the most developed states in the nation, and will continue to be that way. take any example, income standards, economy, infrastructure, state funding surplus, and HDI...
