Convertibles, coupes, and a few other types of vehicles tend to fall into the “leisure” category of vehicles, where their popularity trends with economic trends. With income levels stagnating most of the last two decades but inflation rising, there just isn’t as much $$$ to go around for vehicles like convertibles…

Yep, that’s the issue as I understand it. For high-speed rail to be effective in the US would likely require building pretty much all-new, dedicated rail lines between major cities, which is an endeavor in itself and would likely take decades for even a shorter route to get built due to all the legalities and whatnot.
I think his point is more that since the trains only achieve those speeds for very limited sections, the whole point of “high-speed” rail in America is itself fairly pointless.

From my five minute research, apparently not. In fact, at the end of Scott Pruitt’s tenure at the EPA in 2019, he effectively lifted the 300 gliders per manufacturer limit.
Don’t even get me started on “gliders.” I don’t hear much about them now, but when DEF and particulate filters were initially required, lots of companies got into the business of “gliders” which were basically new trucks with old engines which weren’t required to adhere to updated emissions regulations.
