They can be? I think it depends on the shoe. I have some flats — the ones imaged above have more vents than mine — and those can get sweaty after a long day, but I have sweaty feet in general (tmi, sorry). The plus of those vs regular flats, though, is that even though your feet sweat, they don’t stink.
I think the traditional clog-style Crocs are ugly as hell, but I live in Crocs flats and sandals in the summer. I have a wide toe box and have yet to find flats that are as comfy as those damn Crocs.

I have had several pairs in similar styles. The holes - like those ones by the heel - actually help keep them from getting sweaty; they let your sweat evaporate.
