You cant. And if you could, it would probably take more tax dollars, forcing the city to pull even more bullshit ticketing practices. There just needs to be traffic law reform. A state here in California has been championing that, pushing things like income based repayment plans.
I moved here from Arizona and my car had very dark window tint from when I purchased it. They did the same, 1 ticket per day scam, when I first moved here and that accounts for a large chunk of the total ticket cost and they wouldn’t drop those tickets even after I removed the tint.
