Came here to say much the same. Ohio’s state law permits U-Turns outside a narrow set of restrictions. In the state Capital (Columbus) U-Turns are illegal unless there is a sign specifically permitting them.

That’s not quite what they ruled, but this is a very valid point.

I don’t know, mandating that people stop on reds at stoplights seems like it’s for safety reasons.
