I believe you’re thinking of the Trump thing where people got some money and then essentially got a bill the next year in the form of a diminished refund which they hadn’t been expecting or known about.

In other dystopian nightmare moves, Wunderground.com has started putting a Coronavirus report on their weather feed for localities.  4 cases as of yesterday here.

It looks fantastic, pretty well done. Not even close to the craziest project.
